PROJECT ENDURING PULSE

Compare constitutional choices

Why not a different system?

Strong alternatives deserve a fair hearing. The model’s versions are limited representations of much broader traditions.

These are credible design families with different strengths. The tests compare specific assumed versions of them. A result against one version is not a verdict on a whole political tradition.

A familiar liberal constitutional democracy

What it does well

Individual rights, open elections, checks on officeholders and comparatively simple institutions are substantial strengths.

What deserves scrutiny

Ordinary electoral competition may not fully protect a permanently outnumbered population with different continuity, reproduction or vulnerability. That is a design question, not a claim that liberal democracy lacks minority rights.

Where PULSE differs

PULSE keeps ordinary participation and rights. It also requires support from both populations for specified decisions, protects people’s control of their minds, and makes shared practical skills and recovery responsibilities part of the rules.

What was compared

Compared in all 20 baseline worlds under all six value systems. The modeled liberal architecture wins every value-system comparison in the weak-institutions world. It also has slightly higher average catastrophic-failure avoidance and higher governance efficiency.

Pure majority rule

What it does well

Equal votes and clear majority decisions can be simple, responsive and easy to explain.

What deserves scrutiny

A durable majority could repeatedly impose losses on the other population unless rights and institutional safeguards limit it.

Where PULSE differs

PULSE keeps a species-blind House while requiring cross-population support in the Senate and acceptability for specified offices.

What was compared

Compared in all 20 baseline worlds under all six value systems. The baseline assigns this architecture fewer checks and group protections. It is a stylized majority-rule comparator, not every possible one-person-one-vote constitution.

Strict equal power for each population

What it does well

Guaranteed representation and a required say in decisions can reassure groups that fear permanent exclusion.

What deserves scrutiny

Rigid group categories and frequent vetoes may harden division and impede shared governing.

Where PULSE differs

Ordinary Senate laws need 55% of the full Senate and at least 40% of each delegation. Protected matters need stronger approval. PULSE combines these safeguards with voluntary cooperation.

What was compared

Compared in all 20 baseline worlds under all six scoring systems. The model assumes strict equal representation produces more deadlock and makes group identity more politically important. Older Senate tests compare individual voting rules, whose identifiers differ from those for the seven complete government designs in the long-term model.

Separate self-government for each population

What it does well

Local self-government can protect different ways of life and reduce disputes over some shared decisions.

What deserves scrutiny

Separation can weaken shared systems, each population’s ability to keep them running, and the willingness to rescue one another.

Where PULSE differs

PULSE supports local self-government within one Charter society and makes shared systems and mutual preservation constitutional responsibilities.

What was compared

Compared in all 20 baseline worlds under all six scoring systems. The model assumes this design gives substantial authority to separate regional governments and produces very little cooperation across the populations. It does not establish that every separated federation would behave this way.

Technical guardians lead government

What it does well

Expert coordination may help with complex hazards, speed and long-term planning.

What deserves scrutiny

Technical competence does not by itself supply consent. Concentrated decision power can reduce accountability or become coercive.

Where PULSE differs

PULSE gives experts a role within elected institutions, civilian oversight and legal review. Being an expert does not give someone the right to rule or override people’s rights.

What was compared

Compared in all 20 baseline worlds under all six scoring systems. The model assumes this design is good at innovation and surviving disruption. It also assumes power is concentrated among technical leaders, people have less say, and emergencies are more likely to become a route to taking control. Those assumptions drive the comparison.

A market order with fewer public safeguards

What it does well

Room for private choice, experimentation and adaptation can be valuable, particularly where large public systems are hard to run.

What deserves scrutiny

Depending on a few providers for essential computing, energy or the bodies people need can undermine meaningful freedom.

Where PULSE differs

PULSE protects choice while requiring safeguards against domination, access to what people need to stay alive, and preparation to preserve both populations.

What was compared

Compared in all 20 baseline worlds under all six value systems. Minimal-rights market order is the archive’s exact name. It is an approximate stand-in for laissez-faire, not a test of every market-liberal theory.
