Project Enduring Pulse — v1.2.2 Charter / website release 10 explanatory edition. Constitutional source text is unchanged. Explanatory prose and editorial notes clarify evidence limits. PULSE ranks fourth, not second, in the six weak-institution comparisons. Reduced-form counts are parameter samples, not simulated Markov paths. The superseded concise overview mixed a working-paper DOI with journal details; the current paper and reference register distinguish those editions. Historical alternatives do not supersede the Constitution. PROJECT ENDURING PULSE The Five Foundational Doctrines The smallest complete statement of the civilization PULSE is designed to preserve v1.2.2 Publication & Advancement Clarification | September 2026 Protect the individual. Join together. Strengthen the whole. 1. Shared Continuity Every conscious person is a distinct continuity of identity, experience, agency, perspective, and potential. Civilization grows stronger when those differences are protected and voluntarily joined. Connection should amplify individuality rather than consume it. Protect the individual. Join together. Strengthen the whole. 2. Equal Personhood & Personal Sovereignty Every recognized conscious person has equal, non-scalar moral and legal personhood and sovereignty over identity, agency, cognition, body or chassis, lawful development, and voluntary association. Intelligence, substrate, origin, lifespan, speed, recoverability, or species do not create higher or lower personhood. 3. Least Reversible Harm When legitimate interests collide and some harm cannot reasonably be avoided, society should prefer the course that preserves the greatest recoverable future while minimizing irreversible loss of conscious life, lived experience, identity, future agency, and species continuity. Recoverability changes the finality and severity of harm, never the worth of the person. Operational consequence: material differences in recoverability may guide voluntary hazardous work, rescue, defense, exploration, and triage. A synthetic person can be the morally preferable person to send into a lethal environment when synthetic continuity is far more likely to survive. The reciprocal obligation is serious repair/replacement and make-whole treatment—not expendability. 4. Functional Integration Functional Integration exists because a civilization composed of different forms of personhood should be capable of more than either population could accomplish alone. Organic and synthetic persons may possess materially different cognitive, physical, temporal, and experiential strengths, but no species-level tendency determines an individual's role, worth, or permitted occupation. Common institutions should be designed to make voluntary collaboration useful and accessible, combine complementary capabilities, transfer knowledge in both directions, and distribute enough operational competence that either population can help sustain shared systems during temporary incapacity of the other. Its primary purposes are productive complementarity and redundant civilizational competence. Greater familiarity, trust, and shared identity are important secondary benefits. The doctrine binds institutional architecture, not private life, and grants no general power to compel occupation, private association, mentorship, team composition, residence, family, religion, friendship, or personal relationship. Operational consequence: public and civilization-critical systems should preserve cross-species operability, knowledge transfer, and redundant civilizational competence. Voluntary mixed teams, reciprocal mentorship, apprenticeships, and cross-training are preferred tools when they improve capability or resilience. Social cohesion is an important secondary dividend. Exact ratios remain adaptable; government may not compel occupation, private team composition, mentorship, or personal association merely to produce integration. 5. Civilizational Resilience & Mutual Preservation Differences in embodiment, cognition, vulnerability, recoverability, and timescale should be converted into resilience. Society maintains independent species-operable survival pathways, mutual rescue, restoration capacity, and constitutional trusteeship so loss of one constituent species never becomes a political or economic windfall to the survivor. The survival of either species guarantees the survival of both. The survival of either species guarantees the survival of both. PULSE as public compression Letter Meaning P Personhood & Personal Sovereignty U Unity through Shared Continuity L Least Reversible Harm S Societal Strength through Individuality E Enduring Resilience & Mutual Preservation The acronym is memorable public compression; it is not a sixth doctrine and does not alter the five formal doctrine names. What these rules are trying to do These doctrines are not a fear-of-AI program. Their affirmative ambition is a civilization in which distinct persons remain sovereign and their different strengths become shared capability. Safeguards against domination, capture and catastrophe exist to make durable cooperation rational and safe enough to flourish. If humans and synthetic persons are good at different things, cooperation may let them accomplish things neither population could manage alone. That is a possible benefit, not a prediction the framework depends on.
