PROJECT ENDURING PULSE — REVIEWER PACKET
Charter v1.2.2 | Website release 11 | 16 September 2026

Start with paper-1.2/PULSE_Scholarly_Working_Paper_v1.2.pdf, or the
Constitution under publications/. The exact
Charter is authoritative. Its language is unchanged. The other publications
preserve their source documents and include research interpretation
notes; historical alternatives do not supersede the current Charter.

Read the critical-review companion in either language for core claims,
confidence limits, known unknowns and evidence that would change the design.
review-data/ contains both language variants, shared parameters, source IDs
and source hashes behind the website's interactive research pages.

For reproduction, unpack research/long-horizon-archive.zip and read its README
and the accompanying guide and errata. The other archive contains historical
tests. Archive paths in the data may start with the website source roots
long-horizon/ or research/; omit that first component inside the respective ZIP.
Reproduced calculations are not external validation or predictions. PULSE
ranks first in 114 of 120 baseline comparisons and FOURTH in the other six.
These results assume PULSE's institutions work well; the model doesn't independently establish that. In the skeptic test, moving selected PULSE institutional effects roughly 15–20% closer to the model's neutral setting removed its average lead over the strongest liberal-democratic comparator. This does not mean reducing every PULSE assumption by that amount. It is not an empirical confidence interval, a measured safety margin or evidence that PULSE is 15–20% better.
Inspect assigned effects, source errors and all negative findings.
