Evidence that would change the design
What Would Make Us Change Our Minds?
I want the weak points to be easy to find. Here is what would make me change the proposed rules.
A framework that cannot identify evidence that would prove it wrong is not ready to govern anything.
Some PULSE commitments are moral choices: no slavery, equal standing, and protection against domination. A simulation cannot prove those values true or false. The claims about how institutions achieve them can fail. The tests below would challenge the proposed methods, assumptions, or scientific definitions. They do not quietly amend the Charter or give officials permission to set its protections aside.
Cooperation that makes division worse
If useful, freely chosen cooperation repeatedly makes the two populations more hostile or less able to work together, an important reason for the current design fails.
Evidence and consequences
Evidence to look for
Compare well-supported voluntary arrangements with credible alternatives. Track cooperation, hostility, unequal status and practical capability over time. Separate the effects of poor management, forced participation and pre-existing conflict.
What should change
Change the methods and any claims of a social benefit. Test whether sharing operational knowledge still protects essential systems. Hostility would not justify forced friendships or assigned careers.

Protection that deepens the divide
If protecting the two populations separately makes identity conflict so persistent that a simpler rights-based system protects both better, PULSE’s political design needs reconsideration.
Evidence and consequences
Evidence to look for
Use fair comparisons with equal resources and realistic incentives. Count harm to minorities as well as delay, corruption and conflict. A high average score cannot excuse systematic exclusion.
What should change
Reconsider representation and voting mechanisms while preserving equal standing and protection from domination. Existing protected rules cannot simply be ignored because a model dislikes them.

A person whose identity does not fit the rule
If real conscious minds can divide, combine or remain distributed in ways the current identity rules cannot fairly represent, the legal model may be wrong about who needs a separate identity.
Evidence and consequences
Evidence to look for
Look for converging evidence about distinct experience, independent decision-making and harm. Compare legal alternatives for counting persons and preventing duplicate votes without deleting or subordinating conscious beings.
What should change
Revisit recognition and identity administration. Do not turn uncertainty into permission to destroy a conscious continuation or make it someone’s property.
Money that makes equal rights ineffective
If very long-lived owners can control everyone else’s essential resources, formal voting rights may offer too little real freedom.
Evidence and consequences
Evidence to look for
Test access to energy, computing, communications and essential services under different ownership and competition rules. Measure people’s ability to leave a provider and act independently, not only total wealth.
What should change
Reconsider economic implementation and the adequacy of safeguards against private control. The Charter deliberately leaves tax and ownership design open.

Independence that cannot be secured
If a person cannot use essential technology without giving its operator hidden control of their mind, the current safeguards may not deliver real independence.
Evidence and consequences
Evidence to look for
Require independent security testing of updates, recovery keys, interfaces and supplier dependence. Test whether attacks can be detected and reversed without erasing the person’s own choices.
What should change
Rework the technology and legal safeguards before claiming independence has been protected. Continued protection of a compromised person is essential.

Backup systems that cannot do the work
If either population cannot operate essential shared systems without costs that make those systems unusable or less safe, the current approach to backup capability needs revision.
Evidence and consequences
Evidence to look for
Use realistic engineering trials. Include training, maintenance, energy, scarce materials and recovery time. Test outages that strike several supposedly separate systems at once.
What should change
Change technical designs and competence-sharing methods. The Charter already limits this duty to what is physically and technically possible; that limit must do real work.

Restoration that creates dependence
If restoring a population requires creators to control its members’ personalities or political choices, restoration would violate what it is meant to protect.
Evidence and consequences
Evidence to look for
Examine whether restoration can produce independent individuals, with diverse development and control of their own identities. Include the ability to disagree with the institutions restoring them.
What should change
Revise restoration methods and claims of feasibility. Do not describe a future possibility as a demonstrated ability to resurrect lost individuals.

Evidence that changes who counts
If better science shows that the current criteria miss conscious beings or mistake convincing behavior for experience, recognition procedures must be reconsidered.
Evidence and consequences
Evidence to look for
Seek evidence from competing theories, independent technical examination and sustained interaction. A benchmark score or one laboratory’s preferred theory is not enough.
What should change
Revise the criteria and panel methods. Uncertainty must still protect possible persons, and disagreement alone cannot revoke someone’s recognized status.
