Being a person before becoming an adult citizen
A young synthetic individual may already be a person. Full adult civic powers come after protected development and increasing responsibility with guidance. Knowing facts is not the same as having lived judgment. The proposed minimum time for development is a working assumption that must respond to evidence.

Education with choice
Guardians, qualified mentors, teams and apprenticeships should let young persons take on responsibility gradually. Government may specify abilities they must learn and lawful ways to learn them. It cannot require attachment to one chosen person. Graduation must not test political loyalty.

No ownership and no engineered caste
Creating a conscious person does not make them property. New individuals should develop for themselves, rather than receive someone else’s life story as a substitute for growing up. No one may engineer them for obedience, political loyalty, predatory aggression, a fixed inferior social rank or an inability to direct their own lives.

Family and allocation
Creating a synthetic person is a civil act. It requires sufficient material resources and support for development. If opportunities are scarce, wealth alone must not decide who gets them. Detailed rules for families, several creators, custody and inheritance remain open questions.

An illegal creation is not the new person’s fault
A conscious person created illegally is still a person with a legal future. New citizens may enter civic life gradually according to risk, with an overall ceiling designed to stop illegal mass creation from taking over elections. Lawful creation must not be crowded out. Lawful descendants do not inherit blame for an ancestor’s origin.
