The question I wanted to work through
AI safety asks how to keep powerful systems safe. Rights ask what we owe to a being whose experiences and interests matter. PULSE asks how people could share government if conscious beings made through technology join us. Neither population should become property, a permanent ruling class, or a resource to use up. This explains the project’s purpose; it does not claim that other researchers ignore government.

A conditional framework
We do not know whether technology will produce conscious persons. PULSE prepares for that possibility. It does not say today’s AI is conscious. Its proposed recognition process deals with uncertainty; it is not a proven scientific test for consciousness.

Protection in both directions
Humans keep equal rights and the right to remain biological. Once a synthetic being is recognized as a person, no one may own them, overwrite their mind against their will, or deny their standing because they were made. Being more capable gives no one authority over another person. Rules about population growth aim to stop anyone manufacturing enough new voters to take control.

More than coexistence
PULSE does not integrate civilization because difference is a problem. It integrates civilization because difference is an advantage. People should be able to choose useful work together and combine different strengths. Either population should learn enough to keep essential shared systems running in an emergency. Whether the proposed rules achieve this still needs testing.

Where to start reading
Start with the five guiding rules, the government overview, and the limits on working together. Then read the tests and unresolved problems. Readers who want the formal detail can open the Constitution, methods and research downloads directly.
