PROJECT ENDURING PULSE

If AI becomes someone, what comes next?

I don't think today's AI is sentient. My question is what we'd do if a future system became a conscious person with agency of its own. PULSE is one attempt to connect existing ideas into rules that could work together, and then see where those choices break.

Why PULSE

If synthetic consciousness becomes real, what civilization should follow?

The question I wanted to work through

AI safety asks how powerful systems can be made safe. A rights framework asks what is owed to a being with morally significant interests. PULSE explores the institutional question between and beyond them: how recognized organic and synthetic persons could govern together without either population becoming property, a permanent ruling class, or an expendable resource. This is the project’s framing of its purpose, not a claim that other research ignores institutions.

A conditional framework

We do not know whether synthetic personhood will emerge. We think civilization should be prepared for the possibility. PULSE does not classify today’s AI as conscious. Its recognition process is a proposed response to uncertainty, not a scientific consciousness test.

Protection in both directions

Humans retain equal standing and the right to remain organic. Recognized synthetic persons cannot be owned, involuntarily overwritten, or denied personhood because they were engineered. Greater capability does not confer sovereignty. Demographic safeguards aim to keep rapid creation from turning into manufactured political domination.

More than coexistence

PULSE does not integrate civilization because difference is a problem. It integrates civilization because difference is an advantage. That is a constitutional ambition: useful voluntary cooperation should combine different capabilities and give either population enough competence to sustain shared systems during an emergency. Whether the mechanisms work remains open to testing.
