Civilizational Competence

Shared systems that either population can help sustain.

Redundant civilizational competence

Essential knowledge should not become trapped inside one species. Documentation, lawful access, cross-training, tooling, interfaces, and practical experience all matter. A backup manual is insufficient if nobody available can use the equipment or obtain its keys.

One civilization under asymmetric failure

A biological emergency might incapacitate organic operators. A shared software compromise might incapacitate synthetic operators. Communications loss, environmental catastrophe, infrastructure failure, or targeted attack could affect either or both. The unaffected population should have enough operational competence to sustain the shared civilization until recovery, where physically and technically possible.

Prove the dependency assumptions

Review power, cooling, credentials, networks, suppliers, firmware, repair equipment, and the people who understand them. Two facilities can share a single point of failure. Independent operation must be exercised; it cannot be inferred from geographic separation alone.

Interoperability without occupational conscription

Public and civilization-critical systems may have materially relevant competence, safety, documentation, and continuity standards. A person voluntarily entering such a role may have ordinary training duties connected to that work. Those duties do not authorize forcing anyone into a career or using species balance as a substitute for qualification.

Illustrative explainer · no simulated data

Organic operators unavailable: Qualified synthetic operators sustain common life-support, services, and recovery using cross-training, documentation, tooling, and lawful access. This scenario assumes those paths actually remain viable.

Synthetic operators unavailable: Qualified organic operators use independent interfaces and control paths to maintain shared infrastructure and preserve synthetic recovery. A fallback that depends on compromised software is not independent.

Shared dependency fails: A common grid, supplier, credential authority, or firmware layer can defeat both nominal pathways. Multiple facilities do not establish independence. Identify dependencies and proof-test isolated operation.

CISA’s dependency primer distinguishes physical, geographic, cyber and logical dependencies. PULSE applies that planning lens to its proposed shared systems. [cisa-dependencies]
