Consciousness and identity
PULSE assumes that some future synthetic systems might support consciousness and meaningful agency. Its recognition procedure has no validated synthetic ground truth. Civic continuity rules do not prove that a restored process is metaphysically the same person.

Weak institutions
The reproduced long-horizon model shows that the mature PULSE architecture placed fourth and lost to simpler liberal constitutionalism in a deliberately weak-institutions world. Administrative complexity is a substantive vulnerability. A staged, low-capacity transition remains an open design problem.

Cooperation is not assured
The reported model advantage depends on the proposed institutions delivering benefits. Extreme hostility degrades the tested architectures. Human contact research does not establish the future synthetic relationship. Neither simulation success nor the integration doctrine authorizes coercive private association.

Reproduction has limits
The restored long-horizon campaign has been internally reproduced from archived code and aggregate CSVs. Individual trajectory logs were not archived, and earlier non-v2 outputs are not all certified. Shared assumptions and hand-assigned coefficients remain open to challenge. Reproduction is not external validation.

Political economy and engineering
Compute, energy, fabrication, repair, wealth, inheritance, and resource scarcity could fundamentally change institutional performance. The exact recovery protocol, independence criteria, emergency timing, restoration technology, and sentencing of variable-speed minds remain unsettled.

Independent review is still needed
Internal adversarial analysis and simulated expert perspectives are not external peer review. The project claims synthesis and architecture, not priority over every related proposal, a solved future, or scientific validation of a constitution.
