Mutual Rescue
When capacity and law permit, unaffected persons and institutions must protect the affected population and restore agency and participation. A synthetic rescue capability might withstand one hazard; organic operators might remain independent during some software failures. These are conditional scenarios, not universal biological or technical guarantees.

No extinction dividend
The disappearance or incapacity of one population cannot permanently transfer its seats, territory, property, or civic standing to the survivor. Surviving institutions administer necessary defense, rescue, and restoration as trustees.

Restoration preserves individuality
Distributed repositories, productive capacity, materials, knowledge, and developmental capacity should support species restoration where feasible. Restoring a species does not recreate dead individuals. Organic reproduction cannot be compelled; synthetic restoration cannot mass-copy a favored person or impose personality templates.

A capacity-based return
Power returns in stages when a stable and sufficient body of mature restored persons can independently operate the institutions being returned. Historical population percentage is not the test. Political disagreement cannot justify delay.

A maxim, not a forecast
“The survival of either species guarantees the survival of both” expresses PULSE’s mutual-preservation commitment. It is not an empirical guarantee, and it depends on future technology, independent failure domains, available capacity, and effective institutions.

Organic operators unavailable: Qualified synthetic operators sustain common life-support, services, and recovery using cross-training, documentation, tooling, and lawful access. This scenario assumes those paths actually remain viable.
Synthetic operators unavailable: Qualified organic operators use independent interfaces and control paths to maintain shared infrastructure and preserve synthetic recovery. A fallback that depends on compromised software is not independent.
Shared dependency fails: A common grid, supplier, credential authority, or firmware layer can defeat both nominal pathways. Multiple facilities do not establish independence. Identify dependencies and proof-test isolated operation.
