First: complementary capability
Make voluntary cooperation useful and accessible. Different individuals can contribute different capabilities to shared problems. Species-level tendencies never determine an individual’s worth or permitted role.

Second: redundant competence
Transfer practical knowledge in both directions so qualified members of either population can help operate essential shared systems during temporary incapacity of the other. The goal is resilient common infrastructure, not separate civilizations.

Third: cohesion through useful work
Professional respect, familiarity, mentorship, shared accomplishments, and trust may follow useful collaboration. This is a proposed secondary benefit. It is not a license for government-directed social conditioning.

What Functional Integration Does Not Mean
Government may not choose or compel friends, spouses, romantic partners, families, neighbors, religious communities, private clubs, social groups, residences, private mentors, private mentees, occupations, or personal relationships for integration. No person must enter a career to fill a species ratio. No employer may substitute species balance for genuine qualification.

Where public authority applies
Government may fund and facilitate voluntary teams, education, apprenticeships, reciprocal mentorship, and cross-training. It may set materially relevant safety, competence, interoperability, documentation, training, and continuity standards for public or civilization-critical systems. Private staffing quotas and species pairing merely to manufacture social contact are outside this authority.

Development is a distinct question
Protected synthetic development includes qualified educational and mentorship pathways before full civic maturity. Developing persons and lawful guardians should be able to choose among lawful qualified pathways. Graduation tests judgment and competence, not attachment to a state-selected person or ideological conformity.

A meta-analysis of human intergroup contact found that contact typically relates to reduced prejudice. That is a limited human analogue, not proof of a synthetic effect or justification for compulsory contact. [contact-2006]
