PROJECT ENDURING PULSE

Examine the framework · v1.2.2

Government

How the proposed House, Senate, presidency and courts would divide power and protect people.

Shared authority, different safeguards
  1. HouseSpecies-blind geographic representation and appropriations
  2. SenateProtected constituencies; ordinary and protected voting tiers
  3. President + CouncilNational ranked election; representative regional council
  4. Independent courtsDue process, constitutional review, fixed Supreme Court

The House: people and places

Species-blind seats are elected from permanent multi-member geographic districts by single transferable vote or a successor ranked method. Population changes delegate counts. Symmetric concentration alarms require structural review; review does not automatically redraw the architecture.

The Senate: protection against domination

The mature Senate has equal human and synthetic delegations. Ordinary legislation needs broad overall support and a minimum within each delegation; protected matters need a much higher threshold. This intentionally limits raw population power. It also creates risks of obstruction and entrenched categories that deserve scrutiny.

President and Presidential Council

Presidential ballots rank candidates. Each protected constituency contributes equal weight in head-to-head comparisons. A qualified candidate who defeats every other qualified candidate prevails; Schulze/Beatpath is the working cycle-resolution default. Four regions each elect one human and one synthetic councilor. The President presides and breaks a tied Council division.

Courts and cognitive oversight

The Supreme Court has fixed human and synthetic seats plus an at-large Chief Justice. Independent courts provide due process and constitutional review. The Cognitive Effects Office models proposed cognitive changes and cumulative effects; it advises and does not govern.

Legitimacy without compulsory voting

Voting remains voluntary. Candidate ranking and cross-constituency acceptability are separate signals. If no candidate clears the substantive legitimacy floor, the election repeats with a limited caretaker. Extraordinary certification applies only to an apparent winner of a formally impaired election, never to a substitute selected by Congress.

Rights first; parity through precommitment

Recognition immediately activates individual rights. Institutional parity phases in as an active mature synthetic citizen population develops. The transition must follow precommitted rules; incumbents cannot move the promised threshold after synthetic political interests exist.

Keep honest people honest

Elections, thresholds, checks, and incentives are intentionally engineered to make capture and unilateral rule harder. This institutional design does not authorize government engineering of private social life.
