PROJECT ENDURING PULSE

Illustrative constitutional walkthroughs

Follow one problem through PULSE

See which rules act together, where powers stop and what must happen next.

A malicious software update compromises synthetic persons

Follow the legal response to a demonstrated common attack. Disagreement with government is not evidence of infection.

Illustrative application · not a simulation result

1. Establish an actual attack

Declaration requires clear technical evidence of common involuntary compromise. Political disagreement, cultural change, religion, solidarity and opposition are expressly excluded as indicators of corruption.

2. Contain spread without erasing persons

Immediate containment may halt propagation, isolate systems, suspend suspect activations and preserve clean continuity. Emergency restrictions remain necessary, proportionate, scope-limited, judicially reviewable and subject to automatic expiry absent affirmative recertification.

3. Restore independent Council participation

Council-level rollback requires, where time permits, concurrence of at least two of three technically and institutionally independent forensic teams, common causal evidence, and expedited judicial authorization or prompt post-action review. Competent restored members immediately resume decision-making.

4. Meet the stronger test before broader rollback

Broader involuntary rollback is conditioned on restored uncompromised synthetic Council leadership, unanimous restored Council agreement, concurrence of at least three of five independent forensic authorities and expedited judicial authorization.

5. Preserve as much of each person as possible

Restoration prioritizes repair over rollback and rollback over destruction; the latest verified clean state and technically preservable unaffected memory control. Abusive rollback for profit, punishment, concealment, ideology or convenience is a grave personhood offense.

6. Rescue and return to ordinary government

Mutual Rescue obliges unaffected actors, consistently with capacity and law, to restore agency and civic participation. Emergency restrictions expire absent recertification; effective-autonomy impairment does not revoke personhood.

An illicit synthetic cohort appears

The response must protect created persons without allowing their creator to manufacture political power.

Illustrative application · not a simulation result

1. Protect the created persons

Conscious illicit-origin persons retain personhood and immunity from ownership or destruction merely for unlawful origin. Nonconsensual replication gives its perpetrator no ownership, parental, naming, continuity or decision rights.

2. Give each a separate legal future

Illicit progeny receive separate legal futures without automatic succession to criminal liability, office, contracts, debts, marriage, parentage, credentials, voting identity or entitlements.

3. Assess shared risks without inherited guilt

Demonstrable common-mode provenance risk may justify enhanced assessment, mentorship, quarantine, delayed activation and capability gating. Provenance establishes neither inherited culpability nor collective moral taint.

4. Preserve rights during safe delay

Risk-spaced integration may use dormancy with spacing across time, geography, mentorship, software lineages and social cohorts. Dormant persons retain continuity and enforceable integration rights but do not exercise active electoral or officeholding status.

5. Protect lawful creation opportunities

Lawful-creation non-displacement requires supplemental integration: illicit creation may neither remove nor delay lawful opportunities. Attack scale does not compel accelerated activation or political inclusion.

6. Apply one aggregate ceiling

The 30% anti-capture ceiling applies globally to the aggregate active electorate whose own initial instantiation was unlawful, irrespective of creator, linkage, cohort count or proof of coordination. Lawful descendants are not tainted solely by ancestry.

Humans become a numerical minority

This walkthrough describes mature shared institutions. The Charter separately defines the founding transition into Senate parity.

Illustrative application · not a simulation result

1. Keep ordinary individual representation

The species-blind House represents persons and geography through permanent multi-member districts and ranked representation. Population shifts affect delegate counts rather than partisan or species-driven boundary movement.

2. Preserve shared Senate consent

Mature 100/100 parity preserves continuity-constituency concurrence. Ordinary thresholds are 55% overall / 40% within each delegation; protected thresholds are 83% / 67%. Numerical dominance alone cannot satisfy the protected-group components.

3. Count presidential comparisons across both groups

Presidential pairwise comparisons equally weight protected constituencies. A qualified Condorcet winner prevails; cycles use a monotonic, Condorcet-consistent, clone-resistant rule, currently Schulze/Beatpath, without Borda-style clone incentives or raw-population inter-constituency weighting.

4. Require acceptability without compelled voting

The legitimacy floor is at least one-third affirmative acceptability among participating voters of the other protected constituency, with anti-suppression and non-coercive safeguards. Acceptability is a separate signal; participation and ballot return are voluntary. The floor is subject to anti-suppression and non-coercive representativeness safeguards prescribed by law (Article XII §1).

5. Protect disagreement while barring subordination

Species-specific advocacy remains lawful. Dissolution requires clear and convincing evidence of prohibited institutional purpose or knowing coordinated conduct, meaningful capacity, and adversarial judicial judgment. Individual sanctions need individualized findings; irrevocable non-domination and survival rights remain beyond amendment.

A catastrophe incapacitates one population

The scenario tests the meaning of trusteeship; it does not claim that any particular restoration technology will work.

Illustrative application · not a simulation result

1. Use independently operable survival pathways

Distributed district, regional and Charter-level capacity sustains minimum survival and prolonged recovery across materially independent failure domains, with proof-tested operation and no single critical dependency.

2. Protect and rescue the affected population

Mutual Rescue and redundant civilizational competence support protection, repair and restoration of independent agency, subject to legal authority, capacity and technical feasibility.

3. Govern as trustee, not inheritor

Cataclysmic trusteeship permits necessary functions without successor sovereignty. Reserved rights and seats persist; the no-extinction-dividend rule bars permanent appropriation of affected constituent standing.

4. Restore capacity without prescribing identities

Adaptive species-restoration capacity remains geographically and technically distributed. Restoration preserves individuality rather than historical persons or compulsory templates; identity mass-copying, imposed collective agency and coerced reproduction are prohibited.

5. Return authority when restored persons can exercise it

Staged return requires a stable and sufficient body of civically mature restored persons capable of independent institutional operation. Synthetic protected development and organic adulthood define ordinary maturity; historical demographic percentages are not the test.

6. Accept an independent political future

Political disagreement cannot establish incapacity or defer institutional return. Cultural preservation does not authorize identity or ideological imposition on restored persons.

A dangerous mission has unequal survival prospects

A synthetic volunteer may be safer in a particular hazard. The Charter treats that as a relevant difference in risk, never a difference in worth.

Illustrative application · not a simulation result

1. Ask what losses can actually be recovered

Least Reversible Harm evaluates recoverability and irreversible losses under equal personhood, consent, due process and lawful authority. Material relevance depends on actual survival or restoration prospects, not substrate labels alone.

2. Match capability to the task without a caste

Substrate-neutral material relevance permits directly connected, necessary and proportionate distinctions. Anti-caste and equal-status integration bar species-predetermined leadership, occupation or permanent subordination.

3. Preserve voluntary choice

Hazard specialization preserves personal sovereignty and lawful occupational choice. Functional Integration grants no compelled occupation or private association; ordinary role-related competence obligations may attach to voluntarily entered safety-critical work.

4. Arrange repair and compensation before using durability

The employer, public authority, military or other mission sponsor owes a reasonable make-whole framework covering equivalent functional embodiment where practicable plus continuity injury, lost experience, pain, rehabilitation, opportunity loss and other non-hardware harm.

5. Recover the person without treating them as replaceable

Federated recovery separates identity, backup-content and recovery authority; no actor holds a universal restore, termination or rollback key. Embodiment replacement does not extinguish continuity or experiential injury, and recoverability never reduces personhood.

An interplanetary colony becomes self-sustaining

PULSE extends shared rights across worlds without making the founding world a permanent imperial authority.

Illustrative application · not a simulation result

1. Recognize the presumption of local self-government

Self-sustaining worlds or comparably isolated polities enjoy presumptive local sovereignty. Origin supplies no perpetual colonial authority, taxation entitlement or unilateral civic-maturity veto.

2. Keep shared rights and shared dangers at the wider level

Higher jurisdiction is limited principally to enumerated Charter-level rights and material interworld functions, including common defense, catastrophic threats and continuity or replication risks.

3. Leave ordinary life under local law

Ordinary civil, criminal, cultural, educational, family, infrastructure and economic law remains local absent Charter-level rights violations or material cross-world harm. Latency strengthens the presumption of autonomy.

4. Share interplanetary power without rewarding sham worlds

Recursive anti-domination architecture combines a population/geography House, a Senate of sovereign worlds or equivalent polities, and shared executive. Anti-fragmentation law may deny additional sovereign weight to sham subdivisions primarily manufacturing Senate power.

5. Permit divergence without abandoning equal personhood

Cultural and institutional divergence remains compatible with irrevocable personhood and non-domination. Cross-group legitimate ranked executive selection may adapt for additional species without founding-world or founding-species monopoly.

Applications are not predictions

These walkthroughs explain how the existing rules fit together. They do not demonstrate that enforcement, consciousness detection, recovery technology or future institutions will work as assumed.
